Now, the engineering procurement for this project is carried out, and the relevant details are announced as follows:

4. Construction scope:

1. According to the design drawings of Jilin Medicine Design Institute Co., Ltd., complete the construction of all purification projects for the technological transformation project of the frozen dry powder injection production line at Liaoning Haisco Pharmaceutical Co., Ltd. (Works 203/204).

2. Construction content requirements:

2.1 Within the scope of the 1st and 2nd layer drawings:

2.1.1 Dividers, ceilings, doors, windows:

2.1.1.1 On the process drawing, the enclosure structure of the 203 and 204 (lyophilization) workshop area is indicated, i.e., axis A-K/1-5 of the drawing;

2.1.1.2 The freeze-dried machine room has no ceiling, and the partition plates around it reach the roof

2.1.1.3 Hallway shoe changing, general men/women changing, buffer handwashing ceiling

2.1.1.4 For the construction scope, please refer to the ceiling scope drawing

2.1.2 Ground:

2.1.2.1 Clean area PVC floor (FRP floor for external cleaning and bottle placement), PVC/FRP upward turn

2.1.2.2 PVC base for the lifting troughs of the public areas and outer ring corridors with colored panels

2.1.2.3 The outer corridor section is not within the scope of this tender, please refer to the ground area drawing for the construction scope

2.1.3 Ventilation construction:

2.1.3.1 All components of the air supply plane, return air plane, exhaust plane, piping and Class A cooling duct plane (excluding water pipelines), and Class A static pressure box plane

2.1.3.1.1 Fire protection valves on the air supply and return duct lines of the air conditioning unit (including the combined control of the fire protection valve and the air conditioning unit)

2.1.3.1.2 The air conditioning unit (including the exhaust box and dust removal unit) is provided by the client, while the coil fan is provided by Party B

2.1.4 Electrical construction: Secondary power distribution items (cables, cable installation, power distribution cabinets):

2.1.4.1 All contents of the electrical drawing D20 1F (air conditioning power cabinet AAK11-AAK14) [excluding the AAK distribution cabinet; note that the connection cables from this point to the other Party’s AAK11-AAK14 distribution cabinets are the responsibility of the Party B]

2.1.5 Construction of air conditioning self-control system:

2.1.5.1 All contents of Self-Control (ZK-01 to ZK-13)

2.1.5.2 Includes control systems such as HMI and PLCs

2.1.5.3 Electrical control cabinets (101, 201 control cabinets)

2.1.5.4 The digital and analog valves of the self-control system are provided by purification, and installed during the piping of the process lines

2.1.6 FFU Monitoring and Alarm System:

2.1.6.1 Functional requirements:

2.1.6.1.1 The device touch screen should have a remote speed adjustment function for the FFU fan, and the speed regulator should have 5 speed settings. The pressure difference between both ends of the FFU high-efficiency filter can be displayed independently, with an alarm function, and automatic recording.

2.1.6.1.2 The device touch screen should display the status of the FFU fan. Each room has a separate display page for the FFU, which contains specific information about the fan and its location in the room.

2.1.6.1.3 It should have an alarm function for the FFU fan malfunction; when a fault occurs, the fan turns red and the specific location is displayed.

2.1.6.1.4 The room should have an on/off manual switch for the FFU setup.

2.1.6.1.5 The pressure difference between both ends of each FFU filter can be displayed independently, with data feedback, alarms, and automatic recording.

2.1.6.2 The purification system of the FFU monitoring and alarm system is designed by the owner, including the control cabinet, power supply, and FFU connection components (the control cabinet and touch screen are located within packaging management).

2.1.7 Operation and commissioning of the air conditioning system.

2.1.8 Environmental monitoring shall be conducted using the Party A instruments (calibrated by a third party).

2.1.9 The complete completion documents (including, but not limited to) [structure, ventilation, electrical, automation, etc.].

Notes:

a) Includes interlocked doors and a transfer door installation (transfer door panel).

b) Air conditioning units provided by the client (including exhaust boxes and dust removal units), side wall fans provided by the client, including equipment lifting.

c) Owner-provided power distribution cabinet.

d) On the drawings, all distribution boxes labeled AL and AP include incoming cables, outgoing cables, cable installation, the enclosure and electrical components inside, and the control circuits on the enclosure are the responsibility of Party B.

e) The power distribution cabinets labeled AAK (11-14) and AAK (21-23) on the drawings include connection cables (busbars to disconnect switches of each cabinet), outgoing cables, cable installation, cabinet bodies and internal electrical components, and control circuits on the cabinets. The automatic control programs are the responsibility of Party B.

f) The cable trays in the new workshop will be handled by Party B, including the trays and lifting construction.

g) The remaining power distribution cabinets on the drawings [(excluding fire control cabinets)] include the spare lighting in the first floor of the AT (XLR-20-1G) power distribution cabinet, the spare lighting in the second floor, and the emergency lighting controllers. Outgoing cables are included, and the cable layout is the responsibility of Party B.

h) All cable terminations mentioned above shall be handled by Party B.

Other requirements:

1. The actual construction scope shall be based on the area designated by Party A and the design drawings.

2. The selected unit is responsible for BIM creation (requiring on-site measurement by the client) and modifications (the client will organize a meeting with the contractor and third parties).

3. All materials (color plates, cables, ducts, valves, lighting fixtures, sockets, etc.) must have quality certification documents from the manufacturer, and must comply with the design drawings and specification requirements.

4. Provide the construction progress plan (broken down by project) and the construction plan details.

5. When there are conflicts between the drawings and the list, both parties should negotiate.

5. Project procurement items: construction.

6. Qualification review: Conducted simultaneously during registration.

7. Planned duration: 70 calendar days.

8. Quality assurance: Passed inspection.

9. Quotation deposit: 50,000 RMB in full.

2. Review of the bidder's qualifications

1. Enterprise qualifications

(1) It must have independent legal status and the ability to organize the implementation of the above construction projects;

(2) It must be issued by the national construction administrative department, with a general contracting qualification for construction projects at level 3 or above, and a qualification for mechanical and electrical installation at level 2 or above.

(3) A corresponding good quality assurance system must be established;

(4) The corporate financial credit status is good;

3. Time, location, and requirements for registration, sale of project procurement documents

1. Registration time and method: Registration begins from the date of publication of the project procurement announcement, and the deadline is April 27, 2024. Applications received after the deadline will not be accepted.

2. Materials required for registration: power of attorney from the legal representative, identity proof of the legal representative and authorized person, business license, qualification certificates, proof of performance within the past 3 years (construction contracts and acceptance reports), “Quotation Unit Information Form”, financial audit report for the past 2 years, and details of social security contributions for enterprise employees in the past half year (including individual contribution details of the legal representative, authorized person, and project leaders). All above materials should be scanned copies stamped with the company seal.

6. Payment of quotation deposit: A copy of the electronic receipt for the quotation deposit must be provided during registration.

(1) Quotation deposit amount: 50,000 RMB in full. After passing the pre-qualification, the deposit must be transferred via bank transfer to the designated account of Party A within 48 hours. Seven working days after the selected bidder is confirmed, the deposit of the non-selected bidder will be refunded without interest. After the contract is signed, the deposit of the selected bidder will be directly converted into a performance guarantee, and it will be refunded without interest after the project is accepted.

(2) The quotation deposit will not be refunded in the following situations:

1) Within 3 days before the evaluation deadline, if the bidder fails to submit a bid on the deadline day without proper reason and in writing explanation to the project procurement party;

2) The supplier abandons the quotation without valid reasons after submitting the quotation document;

3) If the selected candidate fails to sign a contract with the project procurement entity without valid reasons within 30 days from the date of issuance of the selection notice;

4) The bidder is found to have committed illegal or disciplinary violations such as bid rigging, bid collusion, or matching bids during the bidding process;

5) If the supplier commits a breach or is accused or reported, the deposit will not be refunded during the investigation and handling period. It will be processed according to relevant regulations after the investigation is completed.
