Technical transformation project for the frozen dry powder injection production line:

1.1.1 Purified water distribution system: From the inlet and outlet of the purified water distribution unit, to all circulation pipelines and various pipe fittings, valves, and supports used in the pure water circulation system, including the connection to related process equipment, as well as the pressure testing, cleaning, acid treatment and passivation, and insulation of the corresponding systems.

1.1.2 Water for Injection Distribution System: Starting from the supply and return ports of the water for injection distribution unit, it includes the supply and installation of all circulation pipelines, various pipe fittings, valves, and supports, as well as the connection of related equipment. It also involves pressure testing, acid cleaning and passivation, and heat preservation of the corresponding system.

1.1.3 Pure Steam Distribution System: Supply and installation of all pipelines, various pipe fittings, valves, and supports from the pure steam outlet of the pure steam generator to each steam application point, along with corresponding system pressure testing, acid cleaning and passivation, and external insulation.

1.1.4 Solution preparation system: connections of all pipelines and fittings in the solution preparation room and filling room, supply and installation of supports, as well as corresponding system pressure testing, cleaning, and acid treatment and passivation.

1.1.5 Air compression distribution system: The pipelines from the air compressor in the compressor room to the cold dryer, to the storage tank, and to the dryer are connected. All pipelines and various pipe fittings, valves, and supports for supply and installation from the air storage tank outlet to each gas usage point are provided, including the connection of related process equipment and the pressure testing and cleaning of the corresponding system.

1.1.6 Clean nitrogen distribution system: The main pipeline from the external network into the factory building is connected to the nitrogen filter and then to the nitrogen storage tank; all pipelines, pipe fittings, valves, and supports at the outlets of the nitrogen storage tank for various gas usage points, as well as the supply and installation, are carried out, and the corresponding system is pressurized and cleaned.

1.1.7 Industrial steam distribution system: pipelines from the main pipe entering the plant via the external network to the steam distribution cylinders, supply and installation of various pipe fittings, valves, and supports at the outlets of the steam distribution cylinders, as well as corresponding system purging, pressure testing, cleaning, and pipeline insulation.

1.1.8 Low-temperature chilled water distribution system: Supply and installation of process chillers, air conditioning chillers, pipelines, various pipe fittings, valves, and brackets to each usage point, along with corresponding system purging, pressure testing, cleaning, and pipeline insulation.

1.1.9 Circulation water distribution system: Supply and installation of pipelines from the cold water plant circulation pump outlet to various usage points, and from the circulation pump to the cold water tower, as well as various pipe fittings, valves, and supports; additionally, perform corresponding system purging, pressure testing, and cleaning.

1.1.10 Water distribution system: The water supply system starting from the main valve on the first floor (excluding the toilet in the first floor and handwashing pipelines in general areas, only one DN50 interface is required) to the pipelines and fittings, valves, and supports at various usage points, as well as the supply and installation thereof, and corresponding system purging, pressure testing, and cleaning.

1.1.11 Platforms and brackets:

1.1.11.1 Stainless steel platform and support: on-site fabrication of operating platforms in the gasket cleaning room, as well as support for double-tube plate heat exchangers in the plant, including weld polishing.

1.1.11.2 Hundred-level cooling platform: Above the general area freeze-drying room, a maintenance platform for the hundred-level cooling circulation fan.

1.1.12 Fan coil unit pipelines and cooling circulation fan pipelines.

1.1.13.1 Chilled water unit section: Chilled water units, pumps, water tanks, and internal pipeline connections of equipment are provided by the equipment supplier. The remaining mechanical and electrical engineering is handled. 1.1.13.2 Part of the air compressor room: The air compressor, filter, dryer, storage tank, and cold dryer are provided by the equipment supplier; the rest is handled by the mechanical and electrical engineering department. For details on pipeline connections, see the "Compressed Air Unit Flow Diagram".

1.1.13.3 Water production section: The equipment supplier is responsible for the internal pipeline connections from the pure water machine to the injection water machine, pure steam generator, storage tanks, and distribution modules. The rest of the work is carried out by the mechanical and electrical engineering department. For details, see the "Water System Construction Scope Diagram".

1.1.13.4 Condensate recovery and heat exchange station: Party A shall provide the equipment and install it, while the rest shall be constructed by Mechanical and Electrical Engineering; for the division cylinders, Party A is only responsible for providing them, and the rest shall be constructed by Mechanical and Electrical Engineering.

1.2 The construction scope is detailed in the quantity list and design drawings.

1.3 Complete set of completion documents (including, but not limited to) [Completion drawings, construction records for various measures, etc.].

2. Other requirements:

2.1 The actual construction scope shall be based on the area designated by Party A and the design drawings. It includes the holes and sleeves for process pipelines passing through the colored panel wall and the civil construction walls.

2.2 Selected entities participate in BIM meetings (Party A organizes Party B and third parties for the meetings).

2.3 All materials (sanitary stainless steel pipes and fittings, sanitary stainless steel valves, carbon steel pipes, galvanized pipes, carbon steel, etc.) must have product quality certificates from the manufacturer, and must comply with the design drawings and specification requirements.

2.4 Provide the construction progress plan (broken down by project) and the construction scheme description.

2.5 When there is a conflict between the drawings and the list, both parties should negotiate.

3. Time, location, and requirements for registration, sale of project procurement documents

1. Registration time and method: Registration begins from the date of publication of the project procurement announcement, and the deadline is until 2024April 26, 2024. No more acceptance of registration materials after the deadline.

2. Materials required for registration: power of attorney from the legal representative, identity proof of the legal representative and authorized person, business license, qualification certificates, proof of performance within the past 3 years (construction contracts and acceptance reports), “Quotation Unit Information Form”, financial audit report for the past 2 years, and details of social security contributions for enterprise employees in the past half year (including individual contribution details of the legal representative, authorized person, and project leaders). All above materials should be scanned copies stamped with the company seal.

6. Payment of quotation deposit: A copy of the electronic receipt for the quotation deposit must be provided during registration.

(1) Quotation deposit amount: 50,000 RMB in full. After passing the pre-qualification, the deposit must be transferred via bank transfer to the designated account of Party A within 48 hours. Seven working days after the selected unit is determined, the deposit of the non-selected unit will be refunded without interest. After the contract is signed, the deposit of the selected unit will be directly converted into a performance guarantee, and it will be refunded without interest after the project is accepted.

(2) The quotation deposit will not be refunded in the following cases:

1) Within 3 days before the evaluation deadline, if the bidder fails to submit a bid on the deadline day without proper reason and in writing explanation to the project procurement party;

2) The bidder abandons the bid document without valid reasons after submitting it;

3) If the selected candidate fails to sign a contract with the project procurement entity without valid reasons within 30 days from the date of issuance of the selection notice;

4) The bidder is found to have committed illegal or disciplinary violations such as bid rigging, bid collusion, or matching bids during the bidding process;

5) If the supplier commits a breach or is accused or reported, the deposit will not be refunded during the investigation and handling period. It will be processed according to relevant regulations after the investigation is completed.
